Do a couple of checks -
Are a the leads and plugs still in good order?
Check the dissy cap is secure and the points are not crusty/pitted?
Is there a small hole in the exhaust? This will make it pop and bang on de throttle.
The whistle can sometimes be from the alternator or dynamo or belt.
I agree with Who?, it sounds like a hole in the exhaust/header somewhere. Could also be a leak in the intake system; carb gasket etc. Try spraying some Easy Start or WD40 around the carbs and see if the revs rise.
When I get home ill have a look. It sounds like I need to see someone who nows about this would you no anyone in Woking Surrey who could come and have a look..?
