If I have to replace my heads, would it be worth putting 044 Cylinder Head (35.5mm X 40mm Stainless Steel Valves) on my 1600?

I already have twin 40mm IDF's / Vintage Speed exhaust / 009 Dizzy & electronic ignition module.

Actually, on a 1600 you would be better to get the stock heads flowed, proper valve job and some Un-shrouding around the inlet. The larger ports on the 044 will drop your airflow at low revs which will make it bog down, exactly what you don't want in a bus. If you intend to go to 90.5 or 94 bore cylinders and a higher lift, longer duration cam, then you may see more benefits in the 044s.

I'm thinking about setting up a little business to do such work on stock heads for 1600s. It should make a decent amount of extra power.
