They should actually have a spring under the pedal as well. However these days on 99% of buses it is broken or long gone.
However yes the buttys kit is an upgrade I suggest on all buses

Are they genuine rocker covers? If not track down a decent set on eBay or alike. With decent gaskets and bail clips they won’t leak, No need for sealant or anything either, but everything needs to be clean. I use OG covers on my 2276 with no issues.
I think it will make a noticeable difference, providing people make sure the rest of the linkage is in good order. As others have said the generic replacement front bush is like a hot dog in a hallway straight out the packet.
